About: Randall Zuñiga is the Director of the Energy Directorate at Costa Rica’s Ministry of Environment and Energy (MINAE), where he plays a central role in shaping the country’s energy strategies, regulatory frameworks, and technological roadmaps for the transition to a low-carbon system. At MINAE, Randall leads or advises initiatives on long-term energy planning, institutional reform, and the integration of emerging technologies such as energy storage and green hydrogen. He works closely with domestic agencies, regional institutions, and private-sector stakeholders to support well informed, inclusive, and resilient energy transitions in Costa Rica.
